Obverse design depicts Benjamin Franklin and a Fireman's hat with the inscriptions 'BENJAMIN FRANKLIN' and 'ORGANIZER OF OUR FIRST FIRE SERVICE IN 1736.

Reverse design is of a fireman rescuing an infant with the inscriptions 'TO SERVE AND PROTECT', 'FIRE SERVICE BILL OF RIGHTS', 'BY ACT OF CONGRESS' and the 'P' mintmark.
